People get locked out and call a locksmith. The more serious problem is people getting locked in, often because someone added extra locks to a service or stairwell door.
A required exit must open from the inside in a single motion, with no key, no special knowledge and no tools. That is the reason panic hardware exists. Keyed deadbolts on the inside, slide bolts, chains or padlocks on an exit door all break that rule, and fire inspectors look for them.
